Norm received his BA from Stanford University and his MBA in finance from Harvard.  In 1984 he earned the designation of Certified Financial Planner™ professional. He founded Mosaic Financial Partners (originally Boone Financial Advisors) in 1987 and continued to oversee its daily operations as its president until its sale to Private Ocean Wealth Management in October 2018.

After Stanford, he spent three years serving as a VISTA volunteer (similar to a domestic Peace Corp). He was also an Army officer, dedicating most of his time to helping develop the experimental Directorate of Organization Development whose mission was to help build more effective military units.  Before starting Mosaic Financial Partners, he spent six years as a banker and four years as a Chief Financial Officer for a couple of mid-sized operating companies.

Norm has been named one of the industry’s “Movers and Shakers” by Financial Planning Magazine. He has served on the national board of the Financial Planning Association, helped start the San Francisco Society of Certified Financial Planners, has been president of the San Francisco chapter of the International Association for Financial Planning (IAFP), and he chaired the 1995 national IAFP Conference for Advanced Financial Planning. He also served on the Advisory boards for both Charles Schwab & Co. and TIAA-Cref’s Institute.

Norm is an industry leader, noted speaker and innovator.  Along with his wife Linda Lubitz Boone, he wrote the industry standard called “Creating an Investment Policy Statement: Guidelines and Templates.”  Together they also developed IPSAdvisorPro, which was cited as “Best Software of 2006” by Morningstar and which was acquired in 2014 by fi360, a private company providing training in and advocacy for fiduciary standards in the advisory community.

Norm has served as president of both the San Francisco and East Bay Estate Planning Councils.  He recently finished nine years on the board of trustees of Saybrook University, a graduate school based in San Francisco, culminating as the co-chair of that board. He currently serves as board Treasurer for another not-for-profit (in addition to Spring Impact): United Policyholders – a San Francisco based organization helping consumers prepare for and deal with insurance issues relating to natural disasters, mostly in California.

Norm’s areas of expertise include investment strategies, organizational management, marketing strategies, and succession planning.
