Yuriy Vulkovsky has over 25 years of experience in culture and social innovation in Bulgaria and the EU. He is a leading consultant in cultural policy, social entrepreneurship, and impact management, with a proven track record of designing, implementing, and evaluating programs and projects that foster cultural diversity, social inclusion, and creative economy.
Previously, he served as the Deputy Minister of Culture of the Republic of Bulgaria, where he was responsible for a large portfolio of cultural sub-sectors, programs, and funds. He also founded and led the first Bulgarian incubator for early-stage social entrepreneurs as part of the international network of Reach for Change Foundation. He has been a member of various European and national advisory boards and expert groups on culture and social innovation (including GECES and EVPA), providing training, advocacy, and research for cultural and social organizations. He is passionate about building cooperation platforms with business and public authorities to enhance the social and cultural impact of the civil society sector.
